Thomas James registered a mark as a small-worker on 30th October 1804. There was also a Thomas James recorded as a jeweller and goldsmith in 1779 who is believed to have been his father, The only other maker around this time with the initials "TJ" was Thomas Johnson, Thomas Johnson registered his mark in partnership with Frances Purton in 1793 and then another on his own in January 1800. Thomas Johnson's mark is shown without a pellet and for this reason I have attributed these tongs to Thomas James. As always I could be wrong.
