This is a fascinating pair of tongs. The style & shape of these tongs are absolutely clear as being Hester Bateman tongs. A close look at the maker's mark also shows Hester Bateman's mark underneath the "IL" mark. In fact the mark may be "TL" for Thomas Liddiard, who is known to have bought Hester Bateman work & over-struck with his mark.
