I have not been able to find a specific reference to Patrick Hannay or when he was first registered as a Paisley Goldsmith, however we do know of both William and James Hannay of Paisley so it is reasonable to assume that Patrick was also a Paisley goldsmith, particularly as these tongs are marked with Paisley marks.

These are a lovely pair of flared and bright cut tongs, probably dated around about 1810
