Samuel Neville is recorded as working between 1806 and 1824. He was a warden in1804, so will have been working from at least that date. These are a lovely pair of tongs with a very clear engraved Irish star pattern to the tops of the arms. These tongs are very similar to the pairs by James Scott and John Kearns. They are dated c1807.
